BUREAU OF CABINET AND PROTOCOL, OFFICE OF THE GOVERNOR

OBJECTIVES/FUNCTIONS

The Bureau of Cabinet and Protocol, Office of the Governor, consisting of two departments of Cabinet and Protocol, has the following objectives:

(i) dealing with matters coming to the attention of the Government and for which no other department has responsibility;

(ii) ensuring that the statute of the Government, as mirrored by the State Governor, is kept respectable through all the necessary protocol arrangements including the rendition of appropriate advice on the exercise of discretionary powers for the consideration of requests on the State Governor;

(iii) to serve as the Secretariat of the State Executive Council and the State Tenders Board;

(iv) ensuring the implementation of Government decisions by all agencies of Government.
In pursuance of the above stated objectives, the Bureau of Cabinet and Protocol carries out the following functions:

CABINET DEPARTMENT

The Cabinet Department is a component part of the Bureau of Cabinet and Protocol, Office of the Governor, under the headship of a Permanent Secretary. The Department works directly up to the Secretary to the State Government. The Cabinet Department primarily serves as the Secretariat of the Osun State Executive Council and the State Tenders Board. Specially, the Secretariat processes all Memoranda submitted by various Ministries and Agencies of Government on policy issues for the consideration of the State Executive Council and communicates the conclusions of Council on such Memoranda and Notes to the initiating Ministries for implementation.

As the Secretariat of the State Tenders Board, the Department receives tender documents from Ministries and Agencies of Government and processes same for the consideration of the State Tenders Board. It also processes the recommendations of the State Tenders Board on particular tenders for the consideration and approval of the Governor.

In its effort to increase the revenue base and financial resources of the State Government, the Cabinet Department always conforms with the provision of relevant circulars while it ensures that contractors pay appropriate tender fees for any job quoted for. It is important to note that between May, 2003 and now, the state Tenders Board has considered award of contracts for a good number of projects. One needs to stress that the free and qualitative education and free health services take priority position in the cardinal programmes of the present Administration in the State; the other two being full and gainful employment and rural integration. Perhaps, that accounts for the priority attention given to project initiation/implementation in the education and health sub-sectors of the economy of the State.

Apart from carrying out the above functions and others relating to them, the Cabinet Department is also responsible for the arrangement for the swearing-in-ceremonies of top public officers. His Excellency, the Governor, Prince Olagunsoye Oyinlola performed the swearing-in-ceremonies of the following public officers since this Administration came on board on 29th May, 2003;

(i) The Secretary to the State Government - 2nd June, 2003;

(ii) The Chief of Staff to the Governor - 2nd June, 2003;

(iii) Hon. Commissioners - 10th July, 2003;

(iv) Special Advisers - 4th August, 2003;

(v) Chairmen/Members of the Civil Service Commission - 5th Nov., 2003;

(vi) 17 Permanent Secretaries - 1st Dec., 2003;

(vii) Chairmen and Members of Rent Tribunals - 22nd Dec., 2003;

(viii) Chairman, Osun State Boundary Commission - 22nd Dec., 2003;

(ix) Elected thirty (30) Chairmen of Local Government Councils in Osun State - 31st March, 2004; and

(x) One Permanent Secretary - 24th May, 2004. Similarly, the Governor performed the inauguration ceremonies of the following Committees to carry out certain ad-hoc assignments:

(i) Committee on Food and Nutrition - 1st March, 2004;

(ii) Committee on First Osun State Tourism Carnival - 3rd June, 2004;

(iii) Osun State Census Publicity Committee - 21st June, 2004;

(iv) Committees on the Osun State Economic Empowerment Development Strategy (SEEDS) and the Local Economic Empowerment Development Strategy (LEEDS) - 28th July, 2004;

(v) Local Government Capital Projects Monitoring and Budget Implementation Committees - 30th August, 2004; and

(vi)Task Force on Physical Planning Development Control and Traffic Management Committee - 4th October, 2004.

PROTOCOL DEPARTMENT

This Department is the Government Agency that is responsible for the welfare of the Governor, his immediate family and other State assignments. Specifically, the Protocol Department carries out the following statutory functions:

(i) seeing to the welfare of the First Couple (the Governor and First Lady) and the immediate family members;
(ii) facilitating the tours of the Governor within and outside the State;
(iii) seining to the tidiness of the main Government House and other Guest Houses;
(iv) seeing to the hospitality of Government Guests;
(v) redeeming all pledges of His Excellency, the Governor, made at public functions;
(vi) servicing of Executive Council and Fund Allocation Committee Meetings; and
(vii) servicing of the Annual Treasury Board Meeting.
