1. to set-up general and uniform guidelines for appointments, promotions and discipline;
2. to monitor the activities of each Local Government in order to ensure that guidelines are strictly and uniformly adhered to;
3. to serve as a review body for all petitions from Local Governments in respect of appointments, promotions and discipline;
4. to organize necessary training and workshop programmes for the Local Government Staff in order to refresh and update their skills and experience in their chosen careers.
