Dr. Anthony Olabiyi Odunlade was born on the 17™ of September 1958, into the Laakaye family of Ogbon, Oya, lle-Ife.
He attended Saint Bernard RCM Primary School, Lagere, lle-Ife, and later proceeded to the prestigious Saint John’s Grammar School, Oke-Atan, Ile-Ife.
Dr. Odunlade proceeded to the University of Ife, (now Obafemi Awolowo University) where he Bagged a Bachelor of Arts degree, B.A (Hons) in French, in 1983. He had his Master’s degree in Public Administration (M.P.A), Master of Science in Public. Administration (MS), and had his Phd in Public Administration, all from Obafemi Awolowo University. (O.A.U, Ile-Ife).
He had his National Youth Service (NYSC) at the College of Education, lyaro, Benin City, Edo State between 1983 and 1984 where he won the NYSC National Honours Award, for being one of the best youth corps members in Nigeria for the 1983/1984 National Youth Service year.
As a student activist, Dr. Odunlade was the Assistant Secretary General of the University of Ife Students Union between 1980 and 1981, under the presidency of late Comrade Femi Kuku. He was a onetime General Secretary of the Alliance of Progressive Students (ALPS) of Great Ife.
In 1998, he was chosen as the House of Assembly candidate for the United Nigeria Congress Party (UNCP). However, the election was truncated by the demise of General Sanni Abacha, the then Nigerian Head of State. Between 2003 and 2005, he was appointed into the Board of Management of the Federal Medical Centre, Birnin- Kudu, Jigawa State. Dr. Bisi Odunlade was in 2007 appointed General Manager (Administration) of the Federal Airports Authority of Nigeria (FAN), where he served until 2008, when he was appointed as the Secretary, Ife Central Local Government Council in Ile-Ife.
in 2010, Dr. Biyi Odunlade was appointed as Special Adviser on Youths, Sport and Special Need and became the Commissioner for Social Protection, Sports and Special Needs in 2017.
Dr. Biyi Odunlade is a veteran Labour Leader, having served as the General Secretary of SSAUTHRIAN at the College of Education, Ila-Orangun before being elected as the National Publicity Secretary of the same Union. He was at a time Chairman of the joint Action Committee of Unions of Tertiary Institutions in Osun State.

He is happily married to Mrs. Adefolawe Odunlade and blessed with children
