Hon. Teslim Igbalaye, who is the current Secretary to the State Government in Osun State, was born on the first day of December, 1968 in the ancient town of Osogbo which is now the present day capital of Osun State.

He began his academic journey at St. Clares’ Nursery and Primary School, Osogbo and graduated in 1980. He proceeded to Osogbo Grammar School, Osogbo, where he bagged his West African Examinations Certificate in 1986.

Hon. Igbalaye took his academic journey to Yaba College of Technology, Lagos where he obtained his Ordinary National Diploma (OND) in Printing Technology in the year 1991 and again went back for his Higher National Diploma (HND) in Printing Technology from Yaba College of Technology, Lagos in Printing Technology in 1994.

Because of his knack for knowledge, Hon. Igbalaye forged ahead in his academic pursuit as he bagged his Post Graduate Diploma (PGD) in Public Administration from the Ladoke Akintola University of Technology, Lautech, Ogbomoso in 2008.

He proceeded for his MBA in Financial Management at the same Ladoke Akintola University of Technology, Ogbomoso in 2010 and later proceeded for his LLB law programme at Adeleke University, Ede which he obtained in 2020 and now LLM in view.

Hon. Teslim Igbalaye worked at several places and performed meritoriously. He was Manager, Igbalaye Printing Machinery Company Limited, Osogbo, a position he held till 1995 before he proceeded for the National Youth Service Corps (N.Y.S.C) where he served at Damikus Press, Ikeja, Lagos State in 1996. He was the Chairman, Caretaker Committee, Osogbo Local Government in 2007 and Secretary of Association of Local Government of Nigeria (ALGON). In 2008, he became the Executive Chairman, Osogbo Local Government and also the Chairman of Association of Local Government of Nigeria (ALGON). He rose to the position of National Treasurer, Association of Local Government of Nigeria (ALGON). Hon. Igbalaye was appointed a Federal Board Member under the Institute of Agriculture Research and Training (IAR&T), OAU in 2012.
