OBJECTIVES OF THE MINISTRY
OBJECTIVES
The objectives of the Ministry of Education which are in-line with National goals are the following:
âĒ to advise the Government on development of Education Policy;
âĒ to see to the successful implementation of Government policy on Education at all levels;
âĒ to make equal education opportunity to all a possibility and reality by providing essential infrastructures in Post-Basic, Technical, Non-formal and other Government – owned Educational Institutions in the State so as to enable all citizens to receive Education to the peak of their individual abilities/interests and to develop their natural endowment;
âĒ to see to the total eradication of illiteracy from the State through formal and non-formal education;
âĒ to employ teachers in all subjects to meet the Education programmes of the State;
âĒ to diversify and improve the quality of Education in-line with the provisions of the National Policy on Education;
âĒ to issue guidelines on Higher Education Programmes of the Government in accordance with stated policy objectives and harmonise the standard of Education in all Post Secondary Institutions;
âĒ to pay particular attention to the improvement of the teaching of Science, Mathematics and Technical subjects with a view to accelerating the industrial and technological advancement of the State;
âĒ to liaise with the Federal Ministry of Education and other External Bodies as may be directed by the State Government in all matters concerning Education;
âĒ to serve as an instrument for the eradication of illiteracy among adults and as a source of enlightenment to provide for adults in this State facilities for continuing Education;
âĒ to organize and carry out literacy programmes which shall include reading, writing, civic education and numeracy for adults in the State.
To guarantee the delivery of quality and functional education to its citizens
To ensure the formulation and implementation of policies that promote the delivery of quality and functional education to its citizens in public and private educational institutions with contributions from both the public and private sectors for the purpose of eradicating illiteracy among the populace.
The Ministry of Education has the Honourable Commissioner as its political head and the Permanent Secretary as Accounting Officer of Administrative Head. The Ministry has Ten (11) departments viz:

DEPARTMENTS
PLANNING, RESEARCH AND STATISTICS
(i) The Department handles periodic review of textbooks for Primary, Junior Secondary and Senior Secondary Courses.
(ii) The Department is in charge of French Teachers Association and also organize French competition among Students in the State;
(iii) Produces educational programmes both on Radio and Television in collaboration with OSBC through its Educational Resource Centre (E. R. C.);
(iv) Monitors the implementation of National Policy on Education in the area of curriculum compliance.
(v) Procurement of textbooks to all Post Basic Schools in the State
(vi) Conducts television programme tagged âLagbo eto ekoâ which educates members of the public on the achievement and activities of the State Government on Education
(vii) Contacts Federal Ministry of Education and National Board for Arabic and Islamic Studies (NBAIS) on the study of Arabic and Islamic Studies in the State.
(viii) Contacts Nigerian Educational Research and Development Council (NERDC) on curriculum review.
(ix) Relates with Ministry of Justice on Legal Matters concerning Government Public Schools
(x) Relates with Ministry of Budget and Economic Planning to render returns on activities (International/Development Partners) within the Ministry
(xi) Relates with Federal Ministry of Education on Policy matters
(xii) Relate with Ministry of Works on matters concerning Bill of Quantity, Schools damaged by rainstorm and vandals
(xiii) Conduct of Annual Schools Census
(xiv) Attendance at National Education Management Information System (NEMIS) meetings
(xv) Conduct of training on ICT and Schoolsâ Records Keeping and distribution of manuals
(xvi) Procurement and distribution of Instructional Materials for Post Basic Schools in the State.
(xvii) Procurement and distribution of School Furniture for Post Basic Schools in the State.
QUALITY ASSURANCE DEPARTMENT
(i) It co-ordinates the activities of the thirty one (31) Local Inspectors of Education and six (6) Zonal Inspectors of Education in the State;
(ii) It handles the conduct of Recognition Inspection for presentation
of candidates by Public and Private Secondary Schools for NECO
and WAEC Senior School Certificate Examination (S.S.C.E.);
(iii) It handles issues relating to educational agencies like the State
Universal Basic Education Board (SUBEB) the Teacher Establishment Pension Office (TEPO) and the Federal Quality Assurance Department of the Federal Ministry of Education. This Department may
be referred to as âInformation Departmentâ of the Ministry as other Departments in the Ministry more often than not get in touch with
the Public through its Officers.
iv It coordinates the activities of Guidance and Counsellor Teachers in the State.
v It relates with Teachers Registration Council of Nigeria (TRCN)
CURRICULUM DEVELOPMENT DEPARTMENT

PUBLIC SCHOOLS DEPARTMENT
(i) Preparation and release of Annual Academic Calendar for Schools in the State;
(ii) coordinating, Collating and Disseminating of Government policies regulating administration and management of Public Schools in State
(iii) Co-ordinates sporting activities in the Public and Private Secondary
Schools;
(iv) Co-ordinates the activities of the Parents Forum and School Based Management Committee (SBMC) in Secondary Schools including the Unity Schools and the Schools of Science;
(v) Co-ordinates the registration and the conduct of WAEC/NECO Senior
School Examinations in Secondary Schools in the State;
(vi) Co-ordinates the conduct of the examination for gifted children into
Suleja Academy;
(vii) Coordination of schoolsâ remittances of Education Trust Levies and Schools Maintenance Levies;
(viii) Attendance at the annual WAEC National Distinction/Merit Award.
PRIVATE SCHOOLS DEPARTMENT
(i) Inspection of private schools
(ii) Processes all papers on the establishment of Nursery Schools, upgrading of schools on application to Nursery/Primary Schools and Secondary Schools;
(iii) generating IGR for the State Government through registration of private schools and the payment of renewal fees of all categories of private schools;
(iv) Routine inspection on private schools to ensure quality education;
(v) Clearance for private schools on WAEC and NECO registration;
(vi) Monitoring of private schools to ensure compliant with approval policies;
(vii) Serving as intermediary between private schools and the Ministry of Education.
DEPARTMENT OF ADMINISTRATION AND SUPPLIES
SCIENCE, MATHS AND TECHNICAL DEPARTMENT
(i) Mounts programmes aimed at improving the quality of teaching
of Science, Mathematics and Technical subjects in the State;
(ii) Co-ordinates the activities of educational bodies like Science Teachers Association of Nigeria (STAN), Mathematics Association of Nigeria(MAN), Home Economics Teachers Association of Nigeria (HETAN);
(iii) Purchases and distributes Science equipment to Secondary Schools.
(iv) Organises JETS Programme and other Science Competitions (NNPC, Cowbell etc,) in the State;
(v) Co-ordinates the installation, repairs and maintenance of Basic Technology equipment in Public Secondary Schools in the State;
(vi) Co-ordinates the teaching of Home Economics in Secondary Schools
in the State;
(vii) Promotes Girl-Child Education in Science and Technology in the State.
(viii) Promotes Family Life and HIV Education (FLHE)
OSMEA DEPARTMENT
(i) Provide Functional Literacy and Continuing Education for adults and out of school youths who had never had the advantage of formal education or who did not complete their education;
(ii) Provide life skills in numeracy, reading and writing fie self-actualization and income generation strategies for old and young people who did not complete secondary education;
(iii) Coordinate, monitor and regulate the activities of private Early Childcare Development Education (ECCDE) centres across the State;
(iv) Coordinate and monitor the activities of Non-Governmental Organizations on literacy Support Services;
(v) Coordinate and monitor the activities of Non-formal Education â Adult Education Vocational Education, Quranic and Bible Education Centres.
BASIC EDUCATION DEPARTMENT
(i) To serve as a link between the State Ministry of Education, Federal Ministry of Education and State Universal Basic Education Board (SUBEB)
(ii) To promptly disseminate the Ministry of Educationâs policies and programme to SUBEB for effective implementation;
(iii) To attend all conferences, seminars and workshop on Basic Education at local, national and international fora;
(iv) To oversee and direct:
a. Activities of the State engaged peace-corps of Nigeria, Osun State Command as an agent of the State Safe school Initiative
b. The language-biased associations such as Yoruba Teachers Association (Egbe Akomolede ati Asa Yoruba), French Teachers Association and French Resource centre, Arabic Schools that intend to write NBAIS examinations.
ADMINISTRATION AND SUPPLIES DEPARTMENT
(i) Servicing of all personnel matters;
(ii) Collation of Records and data in relation to Staff Nominal Roll;
(iii) Recruitment and Promotion of Staff
(iv) Discipline of Junior staff;
(iv) Co-ordinates establishment matters
viii) Processes Teachersâ Pension.
FINANCE AND ACCOUNTS DEPARTMENT
(v) Processes and pays salaries and other emoluments of staff of the Ministry;
(vi) Processes Contract fees;
(vi) Audits all Government accounts within the Ministry;
AGENCIES UNDER THE MINISTRY OF EDUCATION
TEACHING SERVICE COMMISSION (TESCOM)
(a) Maintaining comprehensive and up-to-date personnel records for
teaching and non-teaching staff;
(b) Ensuring that Annual Performance Evaluation Reports are rendered
by all teaching and non-teaching staff of Public Secondary Schools in the State;
(c) Ensuring that staff welfare and training responsibilities are shared
between the Agency and Education Zonal Offices;
(d) Preparing testimonials and certificates of service of all teaching and
non-teaching staff;
(e) Verifying the qualifications and determine placement of teaching and
non-teaching staff; (Through Education Zonal Offices)
(f) Dealing with leave matters (vacation leave, Maternity leave,
Special or Sick leave and Study leave); (Through Education Zonal Offices)
(g) Preparing annual estimates and establishment proposals (Shared responsibility);
(h) Performing such other functions as may be conferred upon it from
time to time by the Governor, Honourable Commissioner for Education and Permanent Secretary, Ministry of Education in relation to teaching and
non-teaching staff of Public Secondary Schools.
OSUN STATE UNIVERSAL BASIC EDUCATION BOARD (SUBEB)
(a) To manage all the Basic Schools (Pre-Primary, Primary, Junior Secondary Schools and Schools for Persons with Special Needs âPrimary and Secondary) in the State;
(b) Recruit, Appoint, Promote, Retrain and Discipline all teaching and
non-teaching staff in the State Basic Schools;
(c) Provide appropriate learning environment in the State Basic Schools;
(d) Ensure a high academic and moral standard in the Stateâs Basic Schools.
(e) Relates with Universal Basic Education Commission (UBEC)
OSUN STATE BOARD FOR TECHNICAL AND VOCATIONAL EDUCATION (OSBTVE)
(i) To establish and manage Technical Colleges and Vocational Centres in the State
(ii) To set standard, approve and supervise the establishment of privately owned Technical Colleges and Vocational Centres in the State
(iii) To ensure that all polices on Technical and Vocational Education formulated by the Osun State Ministry of Education are fully implemented by the Board.
(iv) To ensure that courses of instructions given in the Technical Colleges/Vocational Centres conform with the National and States Policies on Technical/Vocational Education
(v) To appoint, promote, transfer, discipline and implement other conditions of service and emolument for all categories of staff of the Agency.
OSUN STATE LIBRARY BOARD (OSLB)
(i) Serves as an instrument for the improvement in the reading habit of
the citizens in the State;
(ii) Co-ordinates all Library Services in the State;
(iii) Serves as a legal Depository for Historical Documents.
OSUN STATE EXAMINATIONS BOARD (OSEB)
(i) Conducts all school based and non-school based examinations.
(ii) Development and validation of all test instruments
(iii) Award of Certificate
(iv) Monitoring and Coordination of Continuous Assessment Committees activities
(v) Research findings from Basic Education Certificate Examination (BECE), Joint State Primary School Examination and Unified Promotion Examination (UPE)
(vi) Conduct of Examination into J. S. I and SS 1 of Public Secondary Schools.
(vii) Conduct of Examination for the State Basic Education Examination (BECE)
(viii) Conduct of Placement Examination into SS 1 of Schools of Science and Unity Schools
(ix) Conduct of Compulsory Service Examination
(x) Organising workshops leading to improvement of testing and examination procedures in both Basic and Post Basic School levels in the State
(xi) Monitoring of online registration and data entry of all candidates in both Public and Private Schools for all Government Examinations.
(xii) Printing and distribution of Certificate of all successful candidates in Government Examinations.
OSUN ELEMENTARY SCHOOL FEEDING AND HEALTH PROGRAMME (OâMeals)
(i) Monitoring of Oâ Meals food vendors in all Schools in the State;
(ii) Collection of relevant data from Heads of Section (Planning) of all the Local Government Education Authority Areas (LGEAs);
(iii) Monitoring of centrally supplied commodities in the distribution centres across the state.
(iv) Writing of weekly report on OâMeals to the Office of the Deputy Governor.
