Profile of the Ministry

The School Feeding Programme began in Osun State on 6th May, 2006 by Prince Olagunsoye Oyinlola led administration for pupils from pre – primary class to primary two wi00th 1,500 cooks.
At the inception of Ogbeni Rauf Aregbesola’s administration on 30th April, 2012, the programme was re – named O ‘Meals as Osun Elementary School Feeding and Health Programme and it captured primary 1 – 4 Pupils of Public Schools with 3,000 cooks.
In 2018, Alhaji Isiaka Oyetola led administration engaged the services of 2,210 cooks for feeding of pupils from primary 1-3.
As part of the continuation of the good work, His Excellency Asiwaju Ademola Adeleke led Administration flagged off the programme with 2,470 cooks which captured primary 1-3 pupils of public schools on 15th November 2023.
Going forward, during the last dispensation, the enrolment figure was 95,983 pupils across the primary 1-3 in the public schools in Osun State. Due to the constant and regular feeding of pupils in our public primary school the enrolment of pupils has increased to 203,739.
However, the programme uses a multi- sectoral approach involving the Ministry of Education,Health, Agriculture, Accountant General, Information, Innovation, State Bureau of Statistics and Public Service Office.

To have well-nourished and healthy children, happy and eager to attend and complete their basic education in a friendly, attractive and stimulating learning environment.

Mision of the Program

To maintain a sustainable partnership of all stakeholders (parents, communities, policy makers, and other interested parties) and ensure provision of a daily free meal and preventive health services for all school children, as well as boosting domestic food production in the Osun State.

Objectives Of the Ministry

    – stimulate local Agricultural production and boost the income of farmers by creating a viable and ready market via the School Feeding Programme.

    PRIMARY RESPONSIBILITIES AND FUNCTION OF THE AGENCY

    â€Ē Deworming of pupils twice in a year to ensure that meals given to pupils are effectively utilized by the body and not fed to worms.

Department Of Technology

Technology department is one of the core technical departments of the Ministry. It has the following units where all the operations are being carried out. They are:

  3. Engineering and Power

Operating Centres

The Technology Department has the following Operating Centres:

  • Network Operating Centre (NOC) located at the Governor’s Lodge in GRA – This is the primary NOC that connects the State Secretariat and other Government Agencies/facilities outside the State Secretariat. It also serves as the centre where Internet bandwidth is being distributed to the State Secretariat and Other Government facilities outside the State Secretariat.
  • Network Operating Centre (NOC) located at the Ministry of Innovation, Science & Technology (MIST) Headquarters – This is the Secondary NOC that connects the State Secretariat, Osun State House of Assembly and other MDAs that are closer to the State Secretariat. The two NOCs forms the basic backbone of the State intranet network.
  • Osun Emergency & Citizen’s Contact Centre (with the use of the Emergency Short Code Number 293) – The Nigerian Communications Commission (NCC) issued Short Code Number 293 to Osun State for emergency calls. This tool-free number (293) is intended to bridge the gap between the Government and all the residents of Osun State by reporting issues of importance to the Government through this number. Also, emergency cases are being reported through this number which are promptly escalated to the appropriate Agencies. On ground at the Centre are the representative of the Nigeria Police Force, Nigeria Immigration Service, The Federal Road Safety Commission (FRSC), The Nigeria Security and Civil Defence Corps (NSCDC), Osun State Fire Service Corps, Osun Emergency Ambulance (O’Ambulance) and all other relevant stakeholders are involved in the operation of the Centre.
  • Early Warning Early Response Systems (EWERS) – This is a United Nations Development Programme (UNDP) assisted project through the Norwegian Government in Partnerships with the Osun State Government. It is a replica of the Osun Emergency Centre 293 Short Code with the added of the online web reporting with the supports of Osun EWERS Apps. The Centre is equipped with the state-of-the-art ICT facilities for the efficient and effective operation of the Centre. This will compliment the efforts of the 293 Short Code.
  • Intermediate Distribution Frame (IDF) – this is the networking distribution Centres installed across the MDAs and top Government functionaries’ quarters across the State. It is the connecting point for the Structured Local Area Network (LAN) both wired and fiber optics connections. This is the first level of network management where issues relating to ICT is being resolved before escalating it to the MIST Headquarters.

Management Information System (MIS) Department

The mandate of the department is to manage the information communication technology that could assist in public service delivery, document government activities in electronic format, training and empowerment of students of tertiary institutions undergoing industrial training attachment (IT/ SIWES).

The department is also incharge of managing State Official Website “www.osunstate.gov.ng” as well as managing and maintaining state official E-mail service “webmail@osunstate.gov.ng”

The Management of Information System (MIS) is a department saddled with the responsibility of coordinating

  1. The training of the youth and the entire State staff
  2. The management of the State website and email services
  3. The development and deployment of software application
  4. The department is mandated to computerized all salient activities of all Ministries, Agencies and departments (MDAs)

Multi-disciplinary Research Laboratory (MRL)

This was an initiative of this department.

Purpose :– to having a centralized, standard reference laboratory for tapping broad resources and wide training capacity in collaboration with some relevant MDAs that are into laboratory and multi-disciplinary research purposes like Ministry of Health, Ministry of Environment, Ministry of Agriculture & Food Security, Ministry of Works & Transport, Ministry of Water Resources, Hospital Management Board, Osun Waste Management Agency, Rural Water Supply Agency (RUWESA), and Osun State University. This birthed MRL which was funded by TETFUND with an accomplishment of State counterpart funding

On-Going Projects

Science appreciation and application.

Pedestrian Solar -powered Traffic Control Signal Light with Closed-circuit Television (CCTV) and push button.  The project is in partnership with Ministry of Works, Public Procurement Agency (PPA), Ministry of Environment, Ministry of Education.

Purpose:- This is to see to the safety of all the road users, particularly School pupils and students, the aged, the physically challenged people.

Annual 774 Young Nigerian Scientist Presidential competition and award in collaboration with Ministry of Education.

Purpose:- to produce pool of dedicated scientists and technologists that are nationally and internationally competitive, to build entrepreneurial capacity in the students and graduates in Sciences, to create acceptance of science and technology as a way of life and fulcrum for State development.

Plant Biodiversity Research:- is an initiative of Plant Biodiversity research team in Osun State University.

Purpose:- Plant documentation and conservation to avert plant extinctions; as well as harnessing plants benefits

Proposed Projects

Establishment of digital and innovation club in the State Schools as a means of ‘Catching them Young’. This will enable talents discoveries and allow the State to have competent reasonable numbers of students to represent in national and global competitions;

constitution of State Innovation, Science and Technology Research Council to look into STI issues, which would comprise of this Ministry, State Tertiary Institutions, Ministry of Commerce – Industries and Private Organizations, Youth representatives;

Supporting the annual celebrations of Digital Nigeria Day, STI Exhibitions Week to showcase talents, STI State conference, seminar and workshop;

Establishment of associations of Computer users and Senior Civil servants in the State networks to address social and economic decadence;

Procurement of mobile laboratory kits for Science teachers in the State.
