THE GOOD LIFE FOR OUR RETIREES
It gives me great pleasure to be at this occasion, the presentation of retirement bond certificates to the second batch of retirees under the contributory pension scheme. I must therefore thank the Bureau of Local Government Staff Pensions for its tireless effort at securing pensioners welfare and putting this event together. Today’s event is a refreshing good news and positive development, even as our opponents and traducers have failed to see anything good happening in our state.
The first batch of retirees, 78 in number, in the Local Governments and primary schools of the State received their retirement bond certificates on December 15, 2014, the total value of the bonds being five hundred and ninety three million, seven hundred and sixty thousand naira (N593,760,774.42k).
Today’s beneficiaries are 188 retirees in the Local Governments and primary schools of Osun and will receive bonds valued at one billion, four hundred and seventy million, nine hundred and seventy seven thousand naira (N1,470,977,537.14k).
The journey to contributory pension began in 2004 with the signing into law of the Contributory Pension Act. Actually, pension was contributory, that is, the employee and employer put something away until retirement of the former. It was a more effective system which put the responsibility for the life-after-work of the employee on both parties and the society also being a beneficiary of the long term savings. In the developed world where this scheme has taken root, pension savings are huge and are mostly dedicated to long term investment in housing, infrastructure and development projects generally.
However, with the oil boom, we jettisoned contributory pension and opted for non-contributory scheme because the then Federal Government, awash with oil money, did not think of the future and thought it could conveniently carry the burden. Today, the chicken has come home to roost. With dwindling resources, wages and pensions have come under much difficulties for governments. As most states are finding it difficult to pay their active and passive workers, even the Federal Government is not left out. In the twilight of the last regime, that ancien regime had to borrow N467 billion to pay workers in its last four months. As we speak, the top cadre of its pensioners are still owed up to six months.
Even though it has its own challenges, I am, however, happy that contributory pension will not present the same challenges as the non-contributory scheme. It is private sector managed and will not be savaged by the vagaries of paying pensions from dwindling current revenue. It is funds put aside for the raining day and should be available on demand.
I want to assure those who are currently in the scheme, that irrespective of the challenges we are facing now, we shall fulfil our obligations to contributory pension scheme by remitting all dues as soon as the funds are available to us. It is on record that we never defaulted until the cash crunch crisis. We are happy however, that we are back on track and have begun remitting the dues.
There are some workers who are demanding that they be exempted from contributory pension scheme. As much as we would like to meet the demands of our workers, two strong factors stand in the way. The first is the legality. The national law of 2004 makes it mandatory on states and this has been consolidated and put beyond doubt by our own law of 2010. This demand, therefore, cannot be met without violating these two laws and we are not prepared to violate laws.
Secondly, it is immoral. We cannot have two sets of rules for workers in the state. The law applies to all equally. Those who did not want to participate in contributory pension had the option of retiring in December 2013 and gladly opted out of service. They have joined the army of pensioners over whom we have responsibilities. Those making the demands cannot eat their cake and have it.
The contributory pension notwithstanding, we regard our pensioners as senior citizens whose welfare is paramount to us. If we can set up ‘Agba Osun’ to take care of our elderly, why won’t we take care of our retirees? It is therefore unfortunate the attempt by a very tiny section of the retirees to politicise their own affairs and thereby play into the hands of the opposition. A false accusation was reported recently by a coterie of retirees, alleging that the government had diverted the bailout funds. This is totally false and malicious on the part of those who made the allegation and those who reported the falsehood. The leadership of labour last week testified that the money was intact, and we have since been paying.
When our administration came in 2010, monthly pension was N200 million. We have increased this to N520 million. And so in 2010, we committed N400 million to pensions. In 2011, we increased our monthly pension obligation to N250 million and we paid N3 billion that year. By March of 2012 our pension obligation rose to N300 million monthly which cost us N3.5 billion. But in December 2012, about 5,000 retirees were added to the 9,000 pensioners in the state and in the following year, 2013, we increased our monthly pension bill to N520 million and paid out N5 billion in that year. That same year, another set of 3,500 workers retired at the local government to enlist in the local government pension brigade. In 2014, though we had started lagging behind on pension payment, we still committed a total of N4.9 billion to pensions.
Our administration has also implemented the 140 per cent increase in pension. As we speak, I have received the petition, that all pensioners earning below N10,000 be upgraded to that amount. We are seriously considering this and will implement it as soon as our finances are buoyant enough to carry this extra burden.
Our pensioners are our people. They are our fathers, mothers, brothers, sisters, uncles, aunts, friends and relations. They are our former colleagues. We also owe them a debt of welfare. They deserve comfort and the good life, even in their old age. Therefore, the government shall continue to fulfil its obligations to them, irrespective of the circumstances on ground.
This state is my primary assignment and responsibility. Therefore, I and my team will continue to give our best to ensure the welfare of all our people. We shall not be distracted by the vanquished opposition and their collaborators.
There are those who cannot see any good thing happening in Osun, if you meet them, love and hug them. Life can be very difficult for the blind.
I thank our financial partners, pension managers, the leadership of the Civil Service in the state, the Bureau of Local Government Staff Pension and every person or organisation that have worked to give our pensioners the good life.

The All Progressives Congress has sent a message of goodwill and felicitation to Muslims in the state of Osun as they celebrate Eid-el-Kabir festival, which is the high point of Muslim calendar.
The party said: ‘in a time like this which is the period of renewal of faith and expression of thanksgiving to Allah for a fruitful year, it behoves on all Muslims to think of their neighbours with love and charity which are basic fundamentals for peace and unity within the community.
The APC also expressed his warm sentiments for the solidarity and loyalty demonstrated by the people in spite of the difficult circumstances the state is going through.
It therefore urged Muslims and other citizens to be steadfast in courage and unyielding in faith that the ship of state will anchor prosperously for all citizens, be they Muslims, Christians or traditional religionists.
“We should all keep hope alive’, by joining hands with the APC-led government of Ogbeni Rauf Aregbesola, so that at the end of the day, everybody will have reason to be happy,” the party said.
DEAFENING calls from all quarters and all segments of Nigeria and beyond have rented the air, seeking immediate and un-conditional release of the former National Democratic Coalition (NADECO) chieftain Chief Olu Falae who was abducted on his farm along Igbatoro Road, Akure, Ondo State, on Monday.
Governor Aregbesola in an interview with The Guardian reminded the abductors of Chief Falae, his sacrifice and immense contribution as pro-democracy hero to the existence of Nigeria as united country today and the enthronement of democratic order under which all including his abductors are enjoying unfettered liberty in the country now.

Aregbesola reminded the abductors that for the sake of ensuring this liberty, Falae in alliance with many others were jailed and were deprived of their freedom in their resolve and commitment to bequeathing to this generation, a united and democratic country.
The Osun State governor urged the abductors to examine their conscience and recognize the sacrifice the likes of Falae have made on their behalf and on behalf of other Nigerians, to un-conditionally set him free.
APC Southwest Director of Publicity, Afolabi, while demanding the immediate and un-conditional release of Falae, aligned with the position of Aregbesola, urging his abductors to remember that this is not the best way to reward or honour the former Finance and Economic Planning Minister.

Afolabi noted that it is sad and insensitive to have abducted the Akure chief at a period like this which coincided with the second year anniversary of the death of his son, Deji, killed in the plane crash that was conveying the remains of the former Ondo State governor, late Dr. Olusegun Agagu.
The APC chieftain therefore urged the abductors not to add to the trauma of the elder statesman, but to be part of those to bring succour to the former Alliance for Democracy/All Nigerians People’s Party common presidential candidate.
Afenifere chieftain, Omololu who joined the call for the release of the politician, noted with dismay that Falae was abducted at a time when he was to host a conference of 50 Anglican bishops scheduled to kick off in Akure yesterday.

Osun State government has reiterated its total commitment to the upliftment and betterment of the people of the state. Immediate past Commissioner of Integration and Special Duties, Barrister. Ajibola Bashiru made this assurance while answering questions from newsmen in Osogbo yesterday.
The former commissioner said the state government had taken some steps towards the provision of infrastructural facilities since inception and government would not relent in its efforts to continue making people happy.
Ajibola, who informed that Governor Rauf Aregbesola’s led administration has awarded the road from Ola-Iya to Ita-Olokan in Osogbo, said government did not take any issue that has to do with roads in the state with levity. Speaking on the development of farmers in the state, the politician said the state government, through the QUIP, has expended N5 billion for the development of farmers across the state.
He however, charged residents of the state to continue to show support and understanding to Aregbesola’s administration.

Gov. Rauf Aregbesola was at the special session of the Supreme Court to mark the commencement of the 2015/2016 legal year where the Chief Justice of Nigeria, CJN, Justice Mahmud Mohammed, yesterday, tasked judges to be more stringent while presiding over corruption-related cases.
The Chief Justice said there was need for all judges to expedite the determination of corruption cases using the 2013 Practice Directions on Serious Crimes, which he said was specially enacted to address delays in the hearing and determination of such cases.
He said: “Where justice is prompt, just and based on the law, there are fewer chances for the public to ascribe corruption to our courts.”
Justice Mohammed spoke at a special session of the Supreme Court to mark the commencement of the 2015/2016 legal year and swea-ring in of 21 senior lawyers, who were recently conferred with the rank of Senior Advocates of Nigeria, SAN.
He said: “Permit me to reflect on the activity of the past one year as a necessary pathway into the policy of this court in the year to come.
“I make bold to say that the 2014-2015 legal year was unique in the history and life of our nation’s judiciary as a whole, and the Supreme Court of Nigeria in particular.
“In my considered opinion, the judiciary was largely successful in effectively responding to the challenges it faced in arduously protecting its impartiality and independence.”
Vice President Yemi Osibanjo, Governor Rauf Aregbesola of Osun State and President, Pan African Laywers Union, Mr. Elijah Banda were among dignitaries at the event.

…provides free train again
The Government of the state of Osun on Sunday asked eid-il-kabir holiday makers to use the opportunities offered by their homecoming to measure the magnitude of the development works going on in the state as against the campaigns of calumny which the opponents of the government have embarked on.
This was just as the government announced that it has concluded arrangements to provide free Eid-el-Kabir train services for its citizens in continuation of its commitment to making life more meaningful for the people of the state.
A statement by the Director, Bureau of Communication and Strategy, Office of the Governor, Mr.Semiu Okanlawon, on Sunday, said the free train service would be offered between Tuesday and Wednesday.
It explained that the train would, by 11.00 A.M on Tuesday the 22nd and Wednesday, 23rd of this month convey people from Lagos to Osogbo.
He pointed out that the return journey to Lagos from Osogbo will be on Sunday the 27th by 11 A.M.
The Bureau emphasised that the gesture by the Aregbesola-led administration is aimed at facilitating a stress-free homecoming for the people during the festival.
He noted that the state government had, since 2011, been making such similar arrangements for people of the state, to travel home during festive seasons.
While wishing eid-il-kabir holiday makers successful journey back home, the statement urged them to take advantage of their homecoming to have a feel of the ongoing developments of the state.
“We encourage holiday makers to use this opportunity to update themselves about the developments that are taking place in the state as against the persistent negative media campaigns by our traducers. This is one of those opportunities they have to see things directly in order to be guided by future campaigns of calumny which our political opponents are committed to.” the statement concluded.
Governor of Osun, Ogbeni Rauf Aregbesola, has described the translation of the matriarch of the Awolowo family, Chief Mrs. Hannah Idowu Dideola Awolowo, as the end of an era.
Aregbesola, in a statement by the Director, Bureau of Communication and Strategy, Office of the Governor, Mr. Semiu Okanlawon, said joined the progressive family in mourning the glorious exit of a matriarch.
He described Mama Awolowo as a solid pillar beside the late sage, Chief Obafemi Awolowo when he was alive.
According to the Governor, Mama stood by her husband during his lifetime and even after his demise.
He stated that the Awo Matriarch worked tirelessly to ensure the Awolowo political dynasty remains united.
The statement quoted Aregbesola as saying, “we join the entire progressive family, Awo political movement as well as the whole Yoruba race in mourning as well as celebrating the glorious translation.
“They set examples for politicians when they were here with us. The couple typified the best of what politicians should strive to be in their families in our society.
“We believe there will be a celestial celebration of reunion of a couple that exemplified harmony and true wedlock.
“There is no doubt that she was a jewel of inestimable value as Papa described her.
“She demonstrated this by standing behind her husband during his political trial. She never wavered for once during Papa’s incarceration. Rather she was committed to upholding what Papa stood for.
“Even in death Mama remained a rallying point for the Awolowo political dynasty until her last breath on earth.
“To the best of my knowledge, Mama was an ideal wife, a loving mother, an astute woman and committed political leader.
“Her death certainly has left empty the socio-political house of the Yoruba race and the Awolowo dynasty.
“On behalf of myself, the government and people of Osun, I commiserate with the Awolowo Family, the governnent of Ogun State, the entire Yoruba race both at home and in diaspora and Nigerians in general.
“May her soul in eternal bliss with the Lord. “
On Wednesday, the leadership of workers’ unions and Osun government signed an MoU, putting the hues and cries about salaries of workers in Osun to rest. I dont want to write on the aspect of the fact that the quagmire that orchestrated the salary issues is not limited to Osun. I also don’t want to write that that is why all the states in the country but a few took the bailout fund aimed at settling the salary issue.
This piece is targeted at ‘speaking at’ the clauses in the document that various representatives of workers in the state and government agreed to go by.
The document, titled MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE STATE GOVERNMENT OF OSUN AND THE COMMITTEE INAUGURATED ON DISBURSEMENT OF BAILOUT LOAN has two main clauses; vis: . Disbursement of Bailout Loan and 2. Subsequent Payment of Salaries.
Basically what both parties agreed upon is that government should systematically disburse the bailout loan to cover the payment of outstanding salaries. See details below.
However, the most interesting aspect of the agreement kind of tries to answer the question- “what next after now?”. How would government be able to pay workers’ salaries after the bailout fund had been exhausted. This question is necessary particularly because everybody, including Government and Labour now recognize “that current national challenge resulting from dwindling Federation Revenue will continue to affect the payment of salaries, wages, pension, etc, and critical expenditures of Government”. This realisation comes within the precinct of the fact that Osun would be left will a net of less than a billion Naira every month after deductions- including the bailout related ones.
Consequently, Osun workers, according to the MoU, have agreed “to work with government to increase the Internally Generated Revenue (IGR) so as to increase the available revenue to be apportioned towards salaries, wages, pensions and other critical expenditures of Government” like infrastructure development, security, general welfare among others.
Immediate in this regard is that every adult in the state must now critically and effectively get involved in the development of our state by paying the minimum tax of N4,500 every year. And this is where this foregoing gets interesting.
In recent times, it has gotten crystal clear that some elements have vowed to be tireless in their plots of destruction. While the salary/bailout negotiation was underway some days ago, the undermining of the PDP was cristal clear. They engaged their various hands including some unsuspecting citizens of the state. They overwhelmed the social media and a number of their supporting newspapers and Omisore’s radio station in Ife to spin ridiculous lies. When they saw that their devilish wish failed, they resorted to physical assault. They mingled with some labour on Tuesday in Abere, asking that the meeting that was to usher in the Labour/government MoU that was signed today be disrupted.
The meeting was going on in Abere on Tuesday when they mingled with some unsuspecting union representatives to disrupt the negotiation meeting in Abere. But their plot failed. The genuine workers realized their evil plot and ‘the chaff was winnowed from the wheat’. The PDP agents then got angry that they have been discovered, believing that the media gave them in. So they started beating up media guys around, destroying their equipment. The matter is currently being handled at the police headquarters in Osogbo. They could not disrupt the meeting yesterday. So agreements were reached and subsequently signed today.
As the matter is now, one can simply pre-empt these harm of a group called PDP in Osun. They would be mapping out another sort of platform to disrupt the state. The immediate one now is that government has introduced an unbearable tax regime.
Hence, it is important to let the public know that the minimum tax (N4,500 per annum) is not unbearable, looking at it from the minimum affordability standard of life of the people.
Virtually every household in Osun today has at least a telephone set. The least amount of call credit that such household purchases to make phonecalls in a month is not less than four hundred Naira (N400). So, such household would have spent four thousand, eight hundred Naira (N4,800) between January and December. Hence it would be mischievous that Omisore’s PDP now describe the minimum tax of three hundred and seventy-two Naira (N372 per month) that the patriotic Osun people would invariably be paying per month for further development of roads, schools, other infrastructure as well as general development of the state as “huge”.
Osun workers and the entire good people of the state have now come to realise that the cries of the Omisore/PDP wailers are only meant to cause chaos. Even their friends now know that they are worst than a honest enemy.
Their antecedents would always reveal their plots anytime in time. They have pretended to love the masses during last governorship election, so they roamed markets during electioneering campaigns. After election where are they? Now they cried more than the bereaved as though they loved Osun workers. In actual fact they wished they could get what they lost last year August 9 through chaos. Nay!
Have you heard the latest spins of their lies? They said the Osun deputy governor ‘WAS’ dead.
Excerpts of the MoU
Subsequent Payment of Salaries
(I) Government and Labour recognized that the current national challenge resulting from dwindling Federation Revenue will continue to affect the payment of salaries, wages, pension, etc, and critical expenditures of Government,
(II) The Government and Labour agreed that whatsoever is available as net revenues accruing from Federation Accounts and Internally Generated Revenue (IGR) will be apportioned in such a way as to take care of wages, salaries, pensions and other critical expenditures required to run the machinery of government;
(III) The Labour agreed to work with government to increase the Internally Generated Revenue (IGR) so as to increase the available revenue to be apportioned towards salaries ,wages, pensions and other critical expenditures of Government; and
(IV) That the agreement in B(I) above be experimented for a period of three (3) months in the first instance and be reviewed thereafter in line with financial reality on ground.
(V) That a standing Committee of Labour and Government representative be put in place immediately to ensure transparent implementation of B (II&III) above.
