The N138 billion Osun appropriation bill for 2017 on Wednesday scaled through the second reading at the State House of Assembly.

The Leader of the assembly, Mr Timothy Owoeye, moved the motion for consideration of the bill for second reading at plenary in Osogbo.
The motion was seconded by Mr Kamil Oyedele, the House Committee Chairman on Finance and Appropriation.
Oyedele, who presented the report of the committee to the house, said a strictly revenue-driven budget was recommended.
He also said that all stakeholders needed to be more pragmatic, proactive and aggressive in their Internally Generated Revenue drive.
Specifically, Oyedele charged the state Internal Revenue Service and other key government agencies to block loopholes and leakages in revenue collection.
It would be recalled that Gov. Aregbesola had on Dec. 21, 2016, presented a budget estimate of N138 billion to the assembly for consideration.
The budget was christened “ Budget of Recovery.’’
In his remarks, the Speaker, Najeem Salaam, commended the committee for a job well done.

He said the assembly would closely monitor the budgetary spending of the budget by the executive.
Salaam, however, said the 2015 procurement law must be strictly followed by the executive in the implementation of the budget.
He said the assembly would not spare anyone caught violating the law.
Meanwhile, Salaam has directed Gov. Aregbesola’s nominees for the position of commissioners and special advisers to appear before the assembly on May 8 for screening.
The speaker said the screening would end on May 11.
Aregbesola had in a letter dated April 11, sent 39 names of nominees for commissioners and special advisers to the assembly for confirmation.

The Governor of Osun, Ogbeni Rauf Aregbesola has on Thursday inaugurated 67 Executive Secretaries to oversee the administration of Local Governments and Local development Areas in the state.
The Governor at ‎the Multi-purpose Hall, Local Government Service Commission, State Secretariat, Osogbo stated that his administration inherited 30 local governments and an area office.
Aregbesola noted that as it stands today, the state has added 31 new Local Council Development Areas (LCDAs), three Area Councils and two Administrative Offices to make 67 Local Governments and development areas.
He held that Federalism is a constitutional arrangement in which power is shared between the units of government and the central government in which the sphere of authority of each is clearly delineated.
The Governor also added that federating units therefore are the states of the federation and the federal government, making only states and central government the federating partners.
He emphasised that the federal government is not superior to the states and not a supervising authority to the states, just primus inter pares, the first among equals.
According to him, “Local Governments on the other hand, are not federating partners and therefore do not have direct relationship with the Federal Government.

“It is a subversion of the federal principle for the Federal Government or any federal institution or agency to begin to undercut states and forge direct relationship with the Local Government. Understanding this point is important in defining the autonomy of the local government.

The Local Government is an integral part of a state and its autonomy therefore is definable within the state. I agree and support therefore the notion of its autonomy in this light.

“The Local Government should be not be shackled; it should be empowered to operate freely within its domain. It should have a wide latitude of responsibilities, control and operation within its jurisdiction.

“We have had challenges and abuse. Some states have turned their councils into cash cows. While the constitution requires states to guarantee a democratic system in the local government, this has also been subverted into state’s fiefdom. But we cannot throw out the baby with the bath water.
“The principle of federalism is important and we cannot sacrifice this on the altar of convenience. If there are abuses, let us address it, but don’t let us undermine federalism.” The Governor told the gathering.
‎Aregbesola speaking on Local Government autonomy queried “why do some people demand autonomy at the local government? ” noted that the answer is not far-fetched.

The Governor held that the councils too want to go Abuja and collect monthly allocation from the Federation Account to spend the way they want, which he noted amounts to power without responsibility.

“The greater responsibility and true autonomy consists in being able to mobilise the people in your domain for development through revenue generation and economic participation by all.

“The officials we are inaugurating today have their autonomy within this umbra of responsibility. It is a new day in local government administration.

“Many people have strange ideas on how access to local government administration could be a get rich quick scheme. I have bad news for them.

“All of you being inaugurated today should have it at the back of your mind that this is a call to service, with little or no reward”. The governor stressed.

It is belaboring the obvious to say that all mortals would taste the pang of death, but the sudden departure of the first civilian governor of the State of Osun, Senator Isiaka Adeleke brings about an instructive reminder, that we are all terminal projects with expiry date, and that reminds me of the words of Caesar in the book of Shakespeare that: “Death will come when it will come”.

My heart is heavy, and my nerves are weakened just like you all,  upon hearing the demise of the political titan, but he teaches a lesson to all political class just as the deceased taught us a political lesson while he was alive. However, what must be considered a take home is that all of us in the position of advantage must be closer to our constituents, share their pain, and celebrate their feat, for that is the only way to remain indelible in their mind, long after we might have departed the position and the given assignment.
Distinguished Senator Isiaka Adeleke was like a revolving door, which understands the nuances of the executive and legislative assignments. He ruled as a governor for 22 months, before his mandate was truncated by the military interregnum, and his sojourn to the Senate of the Federal Republic was an experience well stocked, but his death was a devastating blow to the political class in Nigeria, and in the State of Osun in particular.
As painful as it could be, we should not lose sight of some issues his departure had raised: that all political leaders should be reminded that their survival depend on the people who voted them to power, and we should endeavor to interact and interface with them on issues bothering on their welfare, duties and responsibilities. Of course, no man is perfect, but the strive of an individual for perfection is what will define him or her from those who want to be stagnant with the tradition which has been overtaken by events.
My heart aches because the Asiwaju of Ede would no longer be with us, it saddens me, because legions of his dependants have lost a great leader; it runs my emotion, because the shoe he left behind is very large, but who are we to query why the creator of life takes it back, when it is so glaring that we are in the journey designed and perfected by the uncreated creator, at the risk of sounding spiritual.
We condemn the violence caused by some roughnecks during the burial of the Great Senator, and we strongly decry the way some miscreants unleashed unpleasant scenario at the burial site in the presences of dignitaries from far and near, including our respected governors from some states around us. Also, we strongly deplore the violence visited on Hon. (Ms) Idiat Babalola, an accomplished daughter of Ede, and a respected former member of this Assembly. We are confident to say that the ugly scenario does not define us in this state because we are very accommodating people who cherish peaceful coexistence as “omoluabis”.
Our sympathy goes to Adeleke family in Ede who has lost a father, our condolences to Timi of Ede, Oba Munirudeen Adesola lawal who lost one of the pillars of his kingdom; to Governor Rauf Aregbeosla and leadership of All Progressives Congress (APC) who lost one of their political gladiators and a leader of his people. We pray that God will give us the fortitude to bear the irreparable loss

The Governor of Osun Ogbeni Rauf Aregbesola on Monday promised workers in the state their sacrifice and commitment to the stability of the state even in the face of economic challenges would not be in vain.

Aregbesola stated this in Osogbo in a statement where he also saluted the umbrella body of the workers for being sensitive enough to put off the May Day celebration as a mark of honour for the late first civilian governor of the state Senator Isiaka Adetunji Adeleke.
In the statement admonishing workers which was signed by the Director Bureau of Communication and Strategy, Mr. Semiu Okanlawon, the governor said the government is well-acquainted with the sacrifices they have made under the gruelling economic condition the country is going through.
According to him, the government had at the inception taken care of workers’ welfare because of its belief that it is through this and the cooperation of the workers that a virile state can be jointly built.
The Governor commended the workers for the resilience and understanding they have displayed with the government in this crucial times, saying his administration is “sensitive enough to recognise their contributions especially in the face of the economic crisis foisted on us certain modalities for the payment of salaries, pensions and other welfare packages.”
He averred that the economic impasse the country and the world is going through affected the majority of the states’ capacity to fulfil some of their statutory responsibilities.
He said, “We must express appreciation for the rare sensitivity of the umbrella body of the workers, the Nigerian Labour Congress (NLC), in putting off this year’s celebration in our state as a mark of honour for the memory of the first civilian governor of the state, our own brother, Senator Isiaka Adetunji Adeleke, who unfortunately and suddenly exited this world on Sunday April, 23, 2017.
“The Labour Day has coincided with the state burial. The pains and pangs of his sudden death are still with us. May the peace of Allah be with him in his final abode of rest.
“We remember with nostalgia, how this administration, at inception, showed ample commitment to the welfare of its workforce.
“We could not have done less for we hold tenaciously to the belief that it is only through the commitment and cooperation of our workers that we can realise the very noble objectives for which we are here as government.
“More than six years, we have no reason to doubt that our workers have been dependable partners in our development journey so far.”
He stated that with the glory of God and the unflinching support of the workers in the state, he has been able to pilot the affairs of the state effectively.
Aregbesola, therefore, sought for the continued understanding and support of workers and the people in government’s determination to take the state to an enviable height.

…As Aregbesola leads others in state burial for Osun’s first civilian governor.

Clerics on Monday in Ede, home country of first civilian governor of Osun, Senator Isiaka Adeleke, described the life of the former governor as a worthy one that should be emulated by all.
This was as Governor of Osun, Ogbeni Rauf Aregbesola, led  other dignitaries at the 8th day Fidau by the state that converged on Ede, the country home of the late Senator Isiaka Adeleke for his eighth day Fidau prayers.
Senator Adeleke died on Sunday 23rd April 2017.
Aregbesola led the entire state officials to the burial ceremony where family members and other well-wishers all gathered to pray for the repose of the soul of the former.
Secretary to the State Governor, Alhaji Moshood Adeoti, who spoke briefly on behalf of the government, thanked everyone present for their love and concern for the family and the state and prayed for the repose of the soul of the late senator.
The gathering equally had in attendance former governors, lawmakers, monarchs, friends and well-wishers, who came to pay their last respect to the deceased and commiserate with the family members.
Prayers were offered for the repose of the soul of the late politician, who was until his death the Asiwaju of Ede Land.
In their sermons, the two Islamic clerics emphasised the emptiness of the world and praised the sterling qualities of the late Senator.
They disproved the insinuation making the rounds that Senator Adeleke was killed by some forces within the political circle, saying only God, who created souls, can take them as He pleases without consultation with anyone.
In one of the lectures, the Chief Imam of Offa, Sheikh Muideen Salmon Hussein, stated that except Allah wills that a person shall be killed in a particular manner or from action or inaction of a fellow human being, no one can kill another person.
According to Sheikh Hussein, Allah is the custodian of everything he created and he does with them as it pleases Him, including allotting them a time to die as it happened in the case of Senator Adeleke.
He said: “No one can kill a fellow human being except with the knowledge and permission of Allah. It is Allah that creates and it is He that kills. So, the notion that Senator Isiaka Adeleke was killed was an erroneous one.
“We should erase it from our mind and our thought that some people killed Adeleke. Allah created Adeleke. He made Adeleke governor. He gave him good life. He blessed him. He made him Senator. In fact, Allah made all Adeleke became in life possible.
“Who then killed him? The same Allah! That is the age Allah allotted him to spend on the surface of the earth. Don’t let us say what will infuriate Allah because Adeleke’s death was painful to us.
“He lived one year less than Prophet Muhammad (SAW). Adeleke spent 62 years while Prophet spent 63. We should therefore be thankful to Allah that Adeleke led a good life, one worthy of emulation.”

Sometime ago, when the Osun State governor, Rauf Aregbesola said his state had devised strategies to tackle agricultural needs of his state and also provide jobs, it sounded like a political statement.
But his willpower to create wealth and generate revenue for the government, through agriculture is yielding fruit. One factor that has assisted the state in boosting the Agric sector is the fact that majority of Osun people are farmers, coupled with abundant arable land to cultivate food and cash crops. Agro-allied industries and other opportunities in the area of food processing have since been thriving.

With a vision to make the state the food basket of the region, Governor Rauf Aregbesola, disclosed to The Guardian that it has so far achieved the eight major things in the vision he laid out six years ago when he took the mantle of leadership on November 27, 2010.
The eight areas include; exporting of over 50,000 tonnes of cocoa annually; creating over 16,000 jobs for indigenes; construction of over 700km rural roads to reduce cost of transportation and increase access to markets; construction of over 30 bridges, with access given to areas cut-off from civilisation; over N2.8b loan given to farmers; over 11,000 farmers supported with direct cash transfers; 5,000 farmers’ co-operatives registered; and government intervention to over 71,000 farmers.
Presently, the state has commenced investment partnership with Ag Vest Greenhouse on Commercial Horticultural Projects, in the area of producing tomatoes, pepper and sweet melon under greenhouse conditions in commercial quantity.
The governor, his deputy, Mrs. Grace Titilayo Laoye-Tomori, and other members of his team recently visited one of the major rice farms collaborating with the state government to produce Ofada Osun Rice.
If the partnership matures, it is expected to break the country’s reliance on imported rice, generate more income for the state and also create job opportunities, as people from every part of the country would be coming into the state to transact business in rice value chain.
The Guardian’s visit to one of the farms in Songbe borders, near Ogbagba in Iwo area of the state, attested to the drive. Though the rice has just been harvested, the plan is to cultivate 450 hectares mainly for rice in the next three weeks, for the new planting season.

The Guardian learnt that the move is part of the holistic agricultural policy of the state, which has placed it on the green map of the Southwest within the space of six years; making it one of the major suppliers of agricultural produce to markets in Lagos and other Southwestern states.
Executive Chairman of ajogbe group, Bosoye Olalere, who is partnering the state, said the target for the new planting season is to do a lot more than last year, noting that additional land has been acquired to achieve the dream.
While disclosing that youth, under the state modern agriculture techniques would be integrated into the system, where they would be given acres of land to cultivate and manage, he added that 35 workers are on the payroll of the farm, noting that during harvest ad-hoc staff would be employed, as another way of creating employment.
“The idea of the farm is to run an integrated farming system. There is a plan to build the processing plant, which is the second phase of the project for processing of rice paddy.”
Recently, the governor led a delegation to Germany in search of new insights on modern agriculture. Germany has in the past four years trained over 40 young people from the state in modern agriculture techniques such as ‘40days Goat Fattening’, among others.
This initiative, which forms part of the state government’s policies on agriculture is located at Oloba Farm Settlement, Iwo, where 1,500 hectares of land has been acquired, and a 78 hectares cattle ranch established for the fattening of cattle and goats.O-Beef, as the programme is called, would see the state dominate the supply of beef to larger markets in Oyo, Lagos and other parts of the southwest. The ranch has the capacity to supply 10,000 cattle.

Owned by the state, but managed by Mr. Sola Omidiran, who took over the place, a year ago, the focus of the cattle hub is to make it a place where people can buy cattle without going outside the region.
Aside the 40 youths who trained in Germany, another set of 2,806 Osun Youth Empowerment Scheme (OYES) cadets, were also trained in modern agriculture practices at the OREAP Youth Academy, Odua farmers Academy, and Leventis foundation.
Omidiran disclosed that five of the youths sent to Germany were sent to the farm to practicalise what they learnt and to also garner more experience in breeding animals, adding that through the GEMS 4 project, the state will also train 2,000 farmers, to expand the scope of the farm to help them rear more animals.
The Guardian learnt that other trainees who arrived from German in 2016 are also breeding pigs, using modern techniques at Leventis foundation fattening centre, Ilesa.
In addition, the state government has secured 2,000 hectares of land for another cattle ranch in Ede and Ejigbo local government areas. N40m loan support was also granted to registered pig farmers’ cooperative society to boost their production.
The Germany trained farmers said the first batch of fattened goats would be ready for sale in various markets across the south-west.One of the governor’s aides, Kikiowo Ileowo told The Guardian that the state has established a Commodity Purchase Scheme in conjunction with Unicapital Limited for maize and soya bean; established agro-input distribution scheme with Unicapital limited on the operation of farmers input supply and services company (FISCO); and also executed over 1,200 subprojects including boreholes, access roads, mini dams, abattoir, poultry pens, pig farms, agro-processing, agroforestry were executed in 72 communities with 15,000 persons, through the FADAMA 3 project, as direct beneficiaries.
“Under this administration, Osun forestry reserve has grown to 90,000ha; 65 farm input distribution centres established to ease access across the state; 5000 tonnes of fertilisers sold to farmers at 50 percent subsidised rate; and over 10,589Ha of land sourced for an agricultural land bank. Additional 5,000 new farmers’ cooperatives were registered; 11,500 farmers have been financially supported, through which 16,000 new jobs were created. Over N2, 601,669,532 were given to farmers as loans.”

He disclosed that over 33,200ha of land was allocated to 950 farmers across the state; construction of 120 cribs; two commercial and six smallholder feedlots; new vet clinic in Ejigbo and eight-room (Vet centre) kennel in Osogbo; and centralised modern abattoirs at Iwo, Osogbo, Ilesa and Ile-Ife, to support various group of farmers.
“We acquired 10 sets of cassava processing equipment; 10 sets of cassava chipping machines; three sets of yam flour processing equipment; four sets of multi-grain threshing equipment and 20 rice harvesting equipment were equally provided to farmers. A Memorandum of Understanding was signed with the International Institute of Tropical Agriculture (IITA) for the establishment of a demonstration farm (204.39 Ha) at Ago Owu Farm Settlement for training on best farming practices.
“Through the Osun Broiler Outgrowers Production Scheme, over 200 millionaires were made; 1,830 rural farmers from 61 communities, were given inputs in collaboration with UNICEF. 500,000 cocoa seedlings; 6,000 kola nut seedlings; 6,000 bitter kola seedlings; 64,000 oil palm seedlings and 25,000 cashew seedlings, were provided to farmers free. 160 youths in four cooperative societies were empowered in cattle farming; 40m loan wase given to pig farmers’ cooperative society; and direct financial supports to 11,510 farmers in 461 farmer cooperatives,” he stated.
Ileowo added that two storage facilities with a combined capacity of 1,500mt were built in Oyan and Osogbo; over 100 cribs with a combined 1000mt capacity built across the state; supported farmers to cultivate 80ha of yam and 410ha of rice production at Onilapa, Ogbagba; establishment of Greenhouse in Wasimi and 2,000 farmers to plant 1.3m suckers for refined plantain flour production.
“More than 578 poultry farms stocked with over 3,654,612 day-old-chicks; we supported FOB venture in Ede to increase its production capacity from 25,000 to 100,000 broilers per annum and 400 fish farmers under Osun fisheries outgrowers scheme, among other interventions.”
